{"id":57366,"date":"2026-03-26T10:02:50","date_gmt":"2026-03-26T16:02:50","guid":{"rendered":"https:\/\/informante.mx\/?p=57366"},"modified":"2026-03-26T10:08:20","modified_gmt":"2026-03-26T16:08:20","slug":"senado-aprueba-plan-b-electoral-sin-revocacion-de-mandato","status":"publish","type":"post","link":"https:\/\/informante.mx\/?p=57366","title":{"rendered":"Senado aprueba \u201cPlan B\u201d electoral, sin revocaci\u00f3n de mandato"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">El Senado aprob\u00f3 el Plan B electoral con cambios a municipios, topes a congresos locales y recortes a prestaciones en \u00f3rganos electorales.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Redacci\u00f3n Informante<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>CIUDAD DE M\u00c9XICO<\/strong>&nbsp;\u2013 En una de esas sesiones que parecen sacadas de una serie de suspenso pol\u00edtico, el Senado de la Rep\u00fablica finalmente le dio el \u00abs\u00ed\u00bb al mentado&nbsp;<strong>Plan B electoral<\/strong>. Con 87 votos de Morena y sus amigos, contra 41 de una oposici\u00f3n que nom\u00e1s no vio por d\u00f3nde, se consum\u00f3 una reforma que promete sacudirle los bolsillos a los organismos que organizan las elecciones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eso s\u00ed, no todo fue miel sobre hojuelas para el Gobierno. Al final, tuvieron que doblar las manos en el tema de la&nbsp;<strong>revocaci\u00f3n de mandato<\/strong>, demostrando que, en pol\u00edtica, hasta entre aliados se ponen condiciones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>El \u00abtijeretazo\u00bb que puso a temblar a los consejeros<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La bandera principal de esta reforma es la&nbsp;<strong>austeridad a chaleco<\/strong>. El mensaje fue claro: se acab\u00f3 la fiesta para la \u00abburocracia dorada\u00bb. El dictamen le mete un hachazo de&nbsp;<strong>4 mil millones de pesos<\/strong>&nbsp;al presupuesto electoral, dinero que \u2014dicen\u2014 ahora s\u00ed se ir\u00e1 a los municipios m\u00e1s amolados.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00bfEn qu\u00e9 consiste el castigo? Principalmente en quitarle la \u00abcrema\u00bb a los puestos altos. Se acabaron los seguros de gastos m\u00e9dicos privados, las cajas de ahorro con dinero p\u00fablico y esas pensiones VIP que hac\u00edan que cualquier mortal envidiara a un consejero del INE o a un magistrado. Ahora, por ley, nadie podr\u00e1 ganar m\u00e1s que el Presidente. A la oposici\u00f3n esto le suena a \u00abvenganza\u00bb y a un intento de dejar al \u00e1rbitro sin silbato para las pr\u00f3ximas elecciones, pero para el bloque oficialista es simple justicia social.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>El \u00abrecule\u00bb del PT y la revocaci\u00f3n que no fue<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lo que m\u00e1s llam\u00f3 la atenci\u00f3n fue el freno de mano que metieron con la&nbsp;<strong>revocaci\u00f3n de mandato<\/strong>. La idea original era moverle a las fechas para que la consulta cayera en 2027, justo con las elecciones de diputados. Pero \u00a1oh, sorpresa!, el&nbsp;<strong>Partido del Trabajo (PT)<\/strong>, que normalmente dice \u00abs\u00ed a todo\u00bb lo que propone Morena, esta vez se puso los mo\u00f1os.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Presentaron una reserva para que el Art\u00edculo 35 constitucional se quedara tal cual. Al final, la consulta se mantiene en el&nbsp;<strong>cuarto a\u00f1o de gobierno<\/strong>. \u00bfPor qu\u00e9 el cambio de opini\u00f3n? En los pasillos del Senado se dice que los aliados no quisieron arriesgarse a una carambola pol\u00edtica que los dejara mal parados en las intermedias. Al final, Morena prefiri\u00f3 sacrificar ese punto con tal de que el resto del Plan B pasara sin m\u00e1s baches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Municipios y Congresos: la dieta llega a los estados<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La reforma no solo le peg\u00f3 al INE; tambi\u00e9n fue a buscar a los \u00abaviadores\u00bb y a los puestos inflados en los estados. Ahora, los&nbsp;<strong>Congresos locales<\/strong>&nbsp;tendr\u00e1n un tope de gasto. Ya no podr\u00e1n gastar a manos llenas en asesores y viajes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Y en los municipios, la cosa se pone color de hormiga: van a reducir el n\u00famero de regidores. Se acab\u00f3 eso de tener ayuntamientos llenos de gente que solo va a cobrar. Adem\u00e1s, le pusieron candado a la&nbsp;<strong>reelecci\u00f3n inmediata<\/strong>&nbsp;de diputados locales, d\u00e1ndole un golpe seco a los que ya se sent\u00edan due\u00f1os de su curul por tiempo indefinido.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u00bfAhorro real o golpe a la democracia?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mientras Morena celebra que el Senado tambi\u00e9n se apretar\u00e1 el cintur\u00f3n con un recorte del&nbsp;<strong>15% de su presupuesto<\/strong>, la oposici\u00f3n (PAN, PRI y MC) jura y perjurar\u00e1 que esto es el principio del fin de la democracia mexicana. Dicen que debilitar financieramente a los \u00f3rganos electorales es abrirle la puerta al caos en las casillas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lo cierto es que la minuta ya va de regreso a la C\u00e1mara de Diputados. Si no hay m\u00e1s sorpresas, el \u00abPlan B\u00bb se vuelve realidad y el sistema electoral mexicano entrar\u00e1 a una dieta forzada que, para bien o para mal, cambiar\u00e1 las reglas del juego
