{"id":54646,"date":"2025-11-23T13:37:37","date_gmt":"2025-11-23T19:37:37","guid":{"rendered":"https:\/\/informante.mx\/?p=54646"},"modified":"2025-11-23T13:37:49","modified_gmt":"2025-11-23T19:37:49","slug":"cndh-acredita-actos-de-tortura-en-2011-por-elementos-de-la-semar-en-veracruz-pide-reparar-el-dano","status":"publish","type":"post","link":"https:\/\/informante.mx\/?p=54646","title":{"rendered":"CNDH acredita actos de tortura en 2011 por elementos de la Semar en Veracruz; pide reparar el da\u00f1o"},"content":{"rendered":"\n<p>La Comisi\u00f3n Nacional de los Derechos Humanos (<a href=\"https:\/\/www.eluniversal.com.mx\/nacion\/caso-colosio-cndh-celebra-auto-de-formal-prision-contra-exagente-del-cisen-pide-avanzar-en-verdad-y-justicia\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CNDH<\/strong><\/a>) acredit\u00f3 en la recomendaci\u00f3n 198VG\/2025, que siete personas fueron v\u00edctimas de<strong>&nbsp;violaciones a sus derechos humanos<\/strong>&nbsp;y actos de tortura, atribuibles a elementos de la Secretar\u00eda de Marina (<a href=\"https:\/\/www.eluniversal.com.mx\/nacion\/semar-incinera-casi-5-toneladas-de-clorhidrato-de-cocaina-en-acapulco-afectacion-al-narco-equivale-a-mas-de-mil-303-mdp\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Semar<\/strong><\/a>) en Veracruz.<\/p>\n\n\n\n<p>El Organismo nacional solicit\u00f3 a la Semar reparar integralmente el da\u00f1o causado a las v\u00edctimas, incluyendo el otorgamiento de la medida de compensaci\u00f3n en t\u00e9rminos de la&nbsp;<a href=\"https:\/\/www.eluniversal.com.mx\/nacion\/congela-senado-ley-de-proteccion-para-desplazados\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Ley General de V\u00edctimas<\/strong><\/a>.<\/p>\n\n\n\n<p>Tambi\u00e9n gestionar en su favor atenci\u00f3n psicol\u00f3gica o psiqui\u00e1trica y designar a la persona servidora p\u00fablica de alto nivel de decisi\u00f3n para dar seguimiento al cumplimiento a la recomendaci\u00f3n.<br>El 9 de julio de 2019, la CNDH recibi\u00f3 la queja de una persona quien manifest\u00f3 que una de las v\u00edctimas, privada de la libertad en el Centro Federal de Readaptaci\u00f3n Social n\u00famero 11 (CEFERESO 11), permanec\u00eda ah\u00ed sin que se le hubiera dictado sentencia.<\/p>\n\n\n\n<p>Adem\u00e1s, exist\u00eda la posibilidad de ser trasladado a otro&nbsp;<a href=\"https:\/\/www.eluniversal.com.mx\/nacion\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>centro penitenciario<\/strong><\/a>, por lo que d\u00edas despu\u00e9s la CNDH entrevist\u00f3 a la v\u00edctima, expresando que el 5 de octubre de 2011 hab\u00eda sido detenido en Veracruz por la Marina y presentado ante el Ministerio P\u00fablico Federal dos d\u00edas despu\u00e9s, lapso en el que fue objeto de tortura f\u00edsica.<\/p>\n\n\n\n<p>El 3 de abril de 2024, el titular del Juzgado de Distrito dio vista a la CNDH derivado de las manifestaciones realizadas por otras seis v\u00edctimas durante una diligencia jurisdiccional, en la cual tambi\u00e9n refirieron haber sido torturada.<br><br>La Comisi\u00f3n Nacional inform\u00f3 que las lesiones en una de las v\u00edctimas eran consistentes con su versi\u00f3n, en el sentido de que fue agredida f\u00edsicamente.<br><br>En tanto, los dict\u00e1menes periciales en psicolog\u00eda de las otras seis v\u00edctimas concluyeron, de manera individual, que ten\u00edan signos y s\u00edntomas relacionados con el\u00a0<strong>Trastorno de Estr\u00e9s Postraum\u00e1tico<\/strong>\u00a0o\u00a0<strong>depresi\u00f3n profunda<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La Comisi\u00f3n Nacional de los Derechos Humanos (CNDH) acredit\u00f3 en la recomendaci\u00f3n 198VG\/2025, que siete personas fueron v\u00edctimas de&nbsp;violaciones a sus derechos humanos&nbsp;y actos de tortura, atribuibles a elementos de la Secretar\u00eda de Marina (Semar) en Veracruz.
