{"id":51652,"date":"2025-08-14T12:08:13","date_gmt":"2025-08-14T18:08:13","guid":{"rendered":"https:\/\/informante.mx\/?p=51652"},"modified":"2025-08-15T12:11:11","modified_gmt":"2025-08-15T18:11:11","slug":"tendria-veracruz-ley-citricola","status":"publish","type":"post","link":"https:\/\/informante.mx\/?p=51652","title":{"rendered":"Tendr\u00eda Veracruz Ley Citr\u00edcola"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">\u2022\u2060 \u2060En el primer proyecto en la materia que se presenta para el estado, propone la Comisi\u00f3n Especial crear un Padr\u00f3n de Productores, el Instituto Veracruzano de la Citricultura y una Direcci\u00f3n de Citricultura.<\/h2>\n\n\n\n<p><strong>Redacci\u00f3n Informante<\/strong><\/p>\n\n\n\n<p><strong>Xalapa, Ver., 14 de agosto de 2025.- <\/strong>La Mesa Directiva de la Diputaci\u00f3n Permanente turn\u00f3 a la Comisi\u00f3n Permanente de Desarrollo Agropecuario, Rural y Forestal la Iniciativa de Ley Citr\u00edcola para el estado de Veracruz, la cual incluye, entre otras propuestas, la creaci\u00f3n de un Padr\u00f3n de Productores y del Instituto Veracruzano de la Citricultura.<\/p>\n\n\n\n<p>El proyecto, autor\u00eda de la Comisi\u00f3n Especial para la Atenci\u00f3n a la Citricultura, fue presentado por su presidenta, la diputada Imelda Garrido Alvarado, durante la Cuarta Sesi\u00f3n Ordinaria del Segundo Receso de este a\u00f1o.<\/p>\n\n\n\n<p>En uso de la palabra, la legisladora destac\u00f3 la producci\u00f3n de naranja, toronja y mandarina en el municipio de \u00c1lamo-Temapache, y de lim\u00f3n en Mart\u00ednez de la Torre que, dijo, dan relevancia nacional a Veracruz. \u201cEn el mundo, nuestra producci\u00f3n citr\u00edcola est\u00e1 dentro de los primeros 10 lugares: segundo en lim\u00f3n, cuarto en toronja y quinto en naranjas y mandarinas, y la exportaci\u00f3n llega a Estados Unidos, Pa\u00edses Bajos y Jap\u00f3n\u201d, agreg\u00f3.<\/p>\n\n\n\n<p>Imelda Garrido cit\u00f3 datos de la Secretar\u00eda de Agricultura y Desarrollo Rural, seg\u00fan los cuales, al primer semestre del a\u00f1o agr\u00edcola 2024, la superficie sembrada de naranja fue de 353 mil 327 hect\u00e1reas, de los cuales, Veracruz concentra 48 por ciento de la superficie nacional sembrada; Puebla, 10 por ciento; Tamaulipas, casi 10 por ciento y San Luis Potos\u00ed, 9 por ciento, lo que hace un total superior a 77 por ciento de la superficie destinada a los c\u00edtricos en el pa\u00eds.<\/p>\n\n\n\n<p>Adem\u00e1s, refiri\u00f3 el impacto econ\u00f3mico de la citricultura en la entidad que se refleja en la derrama econ\u00f3mica de 10 mil 324 millones de pesos al a\u00f1o, un total de 38 por ciento en el nivel nacional. La citricultura es el motor principal para el sector primario, donde se necesitan dos millones 500 mil jornales, lo que equivale a ocho mil 600 empleos directos; mientras que en la agroindustria citr\u00edcola se generan 10 mil empleos directos y 20 mil indirectos, enfatiz\u00f3 la legisladora.<\/p>\n\n\n\n<p>Sin embargo, tambi\u00e9n reconoci\u00f3 los retos que enfrenta la citricultura en Veracruz, ante lo que consider\u00f3 urgente la creaci\u00f3n de \u201cuna ley que centralice la toma de decisiones y organice de manera efectiva a productores primarios y terciarios\u201d.<\/p>\n\n\n\n<p>La propuesta de ley, conformada por cuatro t\u00edtulos, 19 cap\u00edtulos y 52 art\u00edculos m\u00e1s cinco transitorios, prev\u00e9 la creaci\u00f3n de un Instituto que sume los conocimientos y esfuerzos de expertos y productores primarios, adem\u00e1s de todos los agentes que participan en la cadena productiva.<\/p>\n\n\n\n<p>Impulsa tambi\u00e9n modelos organizativos m\u00e1s sociales y cooperativistas, as\u00ed como la creaci\u00f3n de un Padr\u00f3n de Productores que los ubique en sus parcelas georreferenciadas, informe sobre la cantidad y variedad del producto, garantice la calidad, la prevenci\u00f3n y erradicaci\u00f3n de las epidemias y cree formas m\u00e1s directas de comerciar entre productor y consumidor.<\/p>\n\n\n\n<p>En la misma Iniciativa, la comisi\u00f3n propone tambi\u00e9n la creaci\u00f3n de una Direcci\u00f3n de Citricultura dentro del organigrama de la Secretar\u00eda de Desarrollo Agropecuario, Rural y Pesca (Sedarpa), que asuma con responsabilidad los retos de la producci\u00f3n tal y como se hace con otros productos agropecuarios.<\/p>\n\n\n\n<hr class=\"wp-block-separator
