{"id":46161,"date":"2025-03-07T10:02:51","date_gmt":"2025-03-07T16:02:51","guid":{"rendered":"https:\/\/informante.mx\/?p=46161"},"modified":"2025-03-07T10:02:55","modified_gmt":"2025-03-07T16:02:55","slug":"aprueba-congreso-de-veracruz-minuta-sobre-no-reeleccion-y-nepotismo","status":"publish","type":"post","link":"https:\/\/informante.mx\/?p=46161","title":{"rendered":"Aprueba Congreso de Veracruz minuta sobre no reelecci\u00f3n y nepotismo"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">El proyecto establece nuevos requisitos para acceder a puestos de elecci\u00f3n popular<\/h2>\n\n\n\n<p><strong>ChingaQuedito<\/strong><\/p>\n\n\n\n<p>Con 41 votos a favor, cero en contra y sin abstenciones, el Congreso del Estado de Veracruz aprob\u00f3 la Minuta Proyecto de Decreto por el que se reforman y adicionan los art\u00edculos 55, 59, 82, 115, 116 y 122 de la Constituci\u00f3n Pol\u00edtica de los Estados Unidos Mexicanos, en materia de no reelecci\u00f3n y nepotismo electoral.<\/p>\n\n\n\n<p>De acuerdo con el proyecto, remitido por la C\u00e1mara de Diputados del Congreso de la Uni\u00f3n y presentado en Sesi\u00f3n Extraordinaria celebrada este d\u00eda, para ser diputado se requiere: No tener o haber tenido en los \u00faltimos tres a\u00f1os anteriores al d\u00eda de la elecci\u00f3n, un v\u00ednculo de matrimonio o concubinato o uni\u00f3n de hecho, o de parentesco por consanguinidad o civil en l\u00ednea recta, sin limitaci\u00f3n de grado y en l\u00ednea colateral hasta el cuarto grado o de afinidad hasta el segundo grado, con la persona que est\u00e1 ejerciendo la titularidad de la diputaci\u00f3n.<\/p>\n\n\n\n<p>Las personas senadoras y diputadas al Congreso de la Uni\u00f3n no podr\u00e1n ser reelectas para el periodo inmediato posterior al ejercicio de su mandato. Las personas senadoras y diputadas suplentes podr\u00e1n ser electas para el periodo inmediato con el car\u00e1cter de propietarias, siempre que no hubieren estado en ejercicio; pero las personas senadoras y diputadas propietarias no podr\u00e1n ser electas para el periodo inmediato con el car\u00e1cter de suplentes.<\/p>\n\n\n\n<p>Para ser presidente se requiere no tener o haber tenido en los \u00faltimos tres a\u00f1os anteriores al d\u00eda de la elecci\u00f3n, un v\u00ednculo de matrimonio o concubinato o uni\u00f3n de hecho, o de parentesco por consanguinidad o civil en l\u00ednea recta sin limitaci\u00f3n de grado y en l\u00ednea colateral hasta el cuarto grado o de afinidad hasta el segundo grado, con la persona que est\u00e1 ejerciendo la titularidad del Ejecutivo federal.<\/p>\n\n\n\n<p>En cuanto a los municipios, en ning\u00fan caso, podr\u00e1 participar en la elecci\u00f3n para la presidencia municipal, las regidur\u00edas y las sindicaturas, la persona que tenga o haya tenido en los \u00faltimos tres a\u00f1os anteriores al d\u00eda de la elecci\u00f3n, un v\u00ednculo de matrimonio o concubinato o uni\u00f3n de hecho, o de parentesco por consanguinidad o civil en l\u00ednea recta sin limitaci\u00f3n de grado y en l\u00ednea colateral hasta el cuarto grado o de afinidad hasta el segundo grado, con la persona que est\u00e9 ejerciendo la titularidad del cargo para el que se postula.<\/p>\n\n\n\n<p>Las constituciones de los estados deber\u00e1n establecer la prohibici\u00f3n de la reelecci\u00f3n consecutiva para el mismo cargo de presidentes y presidentas municipales, regidores y regidoras, y personas s\u00edndicas de los ayuntamientos. Las personas servidoras p\u00fablicas antes mencionadas, cuando tengan el car\u00e1cter de propietarias, no podr\u00e1n ser electas para el periodo inmediato con el car\u00e1cter de suplentes, pero las que tengan el car\u00e1cter de suplentes s\u00ed podr\u00e1n ser electas para el periodo inmediato, como propietarias a menos que hayan estado en ejercicio.<\/p>\n\n\n\n<p>En el caso de los gobernadores, nunca podr\u00e1 ser electa para el per\u00edodo inmediato, la persona que tenga o haya tenido en los \u00faltimos tres a\u00f1os anteriores al d\u00eda de la elecci\u00f3n un v\u00ednculo de matrimonio o concubinato o uni\u00f3n de hecho, o de parentesco por consanguinidad o civil en l\u00ednea recta sin limitaci\u00f3n de grado y en l\u00ednea colateral hasta el cuarto grado o de afinidad hasta el segundo grado, con la persona que est\u00e1 ejerciendo la titularidad de la gubernatura.<\/p>\n\n\n\n<p>Las constituciones estatales deber\u00e1n establecer la prohibici\u00f3n de la reelecci\u00f3n de las personas diputadas a las legislaturas de los estados para el periodo inmediato posterior al ejercicio de su mandato. Las personas diputadas suplentes podr\u00e1n ser electas para el periodo inmediato con el car\u00e1cter de propietarias, siempre que no hubieren estado en ejercicio, pero las personas diputadas propietarias no podr\u00e1n ser electas para el periodo inmediato con el car\u00e1cter de suplentes.<\/p>\n\n\n\n<p>En ning\u00fan caso podr\u00e1 participar en la elecci\u00f3n de una diputaci\u00f3n, la persona que tenga o haya tenido en los \u00faltimos tres a\u00f1os anteriores al d\u00eda de la elecci\u00f3n, un v\u00ednculo de matrimonio o concubinato o uni\u00f3n de hecho, o de parentesco por consanguinidad o civil en l\u00ednea recta sin limitaci\u00f3n de grado y en l\u00ednea colateral hasta el cuarto grado o de afinidad hasta el segundo grado, con la persona que est\u00e1 ejerciendo la titularidad de la diputaci\u00f3n.<\/p>\n\n\n\n<p>Posicionamientos<\/p>\n\n\n\n<p>El diputado Jos\u00e9 Reveriano Mar\u00edn Hern\u00e1ndez dijo que el sentido del voto del Grupo Legislativo de Morena ser\u00eda positivo. \u201cRespaldamos con firmeza esta minuta porque significa darle poder al pueblo, significa construir un Veracruz m\u00e1s justo, donde el servicio p\u00fablico sea un acto de compromiso y no un privilegio hereditario\u201d.<\/p>\n\n\n\n<p>Asegur\u00f3 que Veracruz seguir\u00e1 siendo ejemplo de \u00e9tica y congruencia pol\u00edtica. \u201cReafirmamos nuestro compromiso con la democracia y con el principio de que el poder solo tiene sentido y se convierte en virtud, cuando se pone al servicio del pueblo\u201d.<\/p>\n\n\n\n<p>A su vez, por el partido Movimiento Ciudadano (MC), la diputada Mar\u00eda Elena C\u00f3rdova Molina manifest\u00f3 que esta fuerza pol\u00edtica est\u00e1 a favor de la no reelecci\u00f3n consecutiva, \u201cporque creemos en la necesidad de abrir m\u00e1s espacios para la ciudadan\u00eda y garantizar una participaci\u00f3n efectiva en los puestos de elecci\u00f3n.<\/p>\n\n\n\n<p>\u201cTambi\u00e9n estamos de acuerdo con eliminar el nepotismo, porque no hay nada m\u00e1s indignante para el pueblo, que ver c\u00f3mo los cargos p\u00fablicos se convierten en herencias familiares en lugar de oportunidades para nuevas generaciones de l\u00edderes comprometidos con su comunidad\u201d, dijo la representante popular y dej\u00f3 en claro que \u201c\u00e9ste no es un tema de ideolog\u00edas ni
