{"id":36916,"date":"2024-07-09T18:02:28","date_gmt":"2024-07-10T00:02:28","guid":{"rendered":"https:\/\/informante.mx\/?p=36916"},"modified":"2024-07-09T18:02:36","modified_gmt":"2024-07-10T00:02:36","slug":"comision-que-atiende-regularizacion-de-predios-escolares-podria-ser-permanente","status":"publish","type":"post","link":"https:\/\/informante.mx\/?p=36916","title":{"rendered":"Comisi\u00f3n que atiende regularizaci\u00f3n de predios escolares, podr\u00eda ser permanente"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">\u2022 De ser aprobada entrar\u00eda en funciones a partir de la LXVII Legislatura, para no afectar los casos de estudio y dictaminaci\u00f3n en curso, refiere la diputada Eusebia Cort\u00e9s P\u00e9rez.<\/h2>\n\n\n\n<p><strong>Redacci\u00f3n Informante<\/strong><\/p>\n\n\n\n<p>La diputada Eusebia Cort\u00e9s P\u00e9rez present\u00f3 una iniciativa con proyecto de Decreto que adiciona la fracci\u00f3n XXVI Bis al art\u00edculo 39 de la Ley Org\u00e1nica del Poder Legislativo del Estado de Veracruz, por la cual se crear\u00eda la Comisi\u00f3n Permanente para la Atenci\u00f3n y Seguimiento de la Regularizaci\u00f3n y Situaci\u00f3n Jur\u00eddica de los Predios Escolares, con la finalidad de fortalecer las atribuciones que actualmente tiene la Comisi\u00f3n Especial de este Congreso.<\/p>\n\n\n\n<p>La propuesta refiere que, desde la creaci\u00f3n de la Comisi\u00f3n Especial en julio de 2022, la instancia legislativa ha analizado y estudiado m\u00e1s de 150 expedientes y emitido m\u00e1s de 45 opiniones en la materia.<\/p>\n\n\n\n<p>Adem\u00e1s, se\u00f1ala, se identific\u00f3 el extrav\u00edo o falta de seguimiento de expedientes tramitados en legislaturas pasadas, falta de capacitaci\u00f3n y\/o desconocimiento a las autoridades municipales en la realizaci\u00f3n o actualizaci\u00f3n de tr\u00e1mites para la regularizaci\u00f3n de los inmuebles escolares de sus municipios, entre otros.<\/p>\n\n\n\n<p>Por lo que, \u201ces indispensable tener instituciones s\u00f3lidas con un marco normativo que oriente, capacite y d\u00e9 seguimiento a esta problem\u00e1tica, alineadas con los Objetivos de Desarrollo Sostenible de la Agenda 2030\u201d, detall\u00f3.<\/p>\n\n\n\n<p>La legisladora Cort\u00e9s P\u00e9rez record\u00f3 que la Ley Org\u00e1nica del Poder Legislativo del Estado de Veracruz prev\u00e9 la existencia de la Comisi\u00f3n Permanente de Hacienda Municipal, as\u00ed como de la Comisi\u00f3n Permanente Desarrollo Urbano, Ordenamiento Territorial, Vivienda y Fundo Legal que tiene entre sus funciones el desahogo de temas relacionados con la regularizaci\u00f3n de predios, no necesariamente de \u00edndole escolar, por lo que tiende a saturarse.<\/p>\n\n\n\n<p>Esta nueva Comisi\u00f3n Permanente, puntualiz\u00f3, no invadir\u00eda competencias fuera de la materia educativa, concentr\u00e1ndose en dar seguimiento a dicha problem\u00e1tica, dando un mejor desahogo legislativo para la regularizaci\u00f3n de predios escolares y fungiendo como un medio de vinculaci\u00f3n, asesor\u00eda, capacitaci\u00f3n, gesti\u00f3n y apoyo a la comunidad social y educativa.<\/p>\n\n\n\n<p>La Diputada manifest\u00f3 que ante la conclusi\u00f3n de la actual Legislatura, se corre el riesgo que la Comisi\u00f3n Especial quede extinta como lo prev\u00e9 el art\u00edculo 71 del Reglamento Interior de este Poder, y que lo avanzado se detenga o genere un retroceso, \u201cal tener el car\u00e1cter de Permanente, la Comisi\u00f3n continuar\u00eda garantizando que m\u00e1s planteles educativos regularicen su situaci\u00f3n jur\u00eddica, pero ya de manera m\u00e1s directa al poder conocer, estudiar y, sobre todo, dictaminar los expedientes que llegan a esta soberan\u00eda\u201d, puntualiz\u00f3.<\/p>\n\n\n\n<p>A la iniciativa se adhirieron los Grupos Legislativos de Morena, Partido Acci\u00f3n Nacional y Por Amor a Veracruz Verde, as\u00ed como las diputadas Ruth Callejas Rold\u00e1n y Arianna Guadalupe \u00c1ngeles Aguirre. La Mesa Directiva turno la propuesta a la Comisi\u00f3n Permanente de Gobernaci\u00f3n, para su estudio y dictamen.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p
