constituci\u00f3n de dos grupos legislativos mixtos"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">\u2022 PRI-Independiente y Grupo Veracruz no re\u00fanen los requisitos establecidos en la ley.<\/h2>\n\n\n\n<p><strong>Redacci\u00f3n Informante<\/strong><\/p>\n\n\n\n<p>Tras los informes de la Secretar\u00eda General de este Congreso, el Pleno de la LXVI Legislatura se dio por enterado de la improcedencia de la constituci\u00f3n de los grupos legislativos mixtos denominados PRI-Independiente y Veracruz, al no actualizarse en ambos casos los supuestos que prev\u00e9 la ley para la constituci\u00f3n de los mismos.<\/p>\n\n\n\n<p>En la cuarta sesi\u00f3n del segundo periodo ordinario de sesiones del tercer a\u00f1o de ejercicio constitucional, la secretaria de la Mesa Directiva, diputada Arianna Guadalupe \u00c1ngeles Aguirre, dio lectura al primer informe, relativo al anuncio de los diputados Fernando Arteaga Aponte, Marco Antonio Mart\u00ednez Amador y Bonifacio Castillo Cruz, as\u00ed como de la diputada Cecilia Josefina Guevara Guembe, de renunciar al grupo legislativo de Morena y de su decisi\u00f3n de conformar el grupo mixto denominado Veracruz.<\/p>\n\n\n\n<p>Para este caso, se estim\u00f3 la improcedencia de la conformaci\u00f3n del grupo mixto, al no reunir los requisitos legales relativos a su integraci\u00f3n en raz\u00f3n de que los diputados y la diputada accedieron al cargo postulados por el partido pol\u00edtico Morena, ninguno accedi\u00f3 al cargo por una candidatura independiente o ciudadana y \u00fanicamente informan de su renuncia a la fracci\u00f3n de Morena, por lo que no puede considerarse como una declaraci\u00f3n expresa de desvinculaci\u00f3n total del partido que les postul\u00f3 al cargo.<\/p>\n\n\n\n<p>Adem\u00e1s, se precisa que el 5 de junio del a\u00f1o en curso, la diputada Cecilia Guevara mediante oficio dej\u00f3 sin efectos su adhesi\u00f3n al grupo mixto Veracruz, confirma su renuncia a Morena e informa su decisi\u00f3n de integrarse al grupo PRI-Independiente.<\/p>\n\n\n\n<p>Asimismo, se determin\u00f3 que los diputados Fernando Arteaga, Bonifacio Castillo y Marco Antonio Mart\u00ednez, as\u00ed como la diputada Cecilia Guevara, ya no deber\u00e1n ser considerados como integrantes del grupo legislativo de Morena, ya que fue su libre voluntad separarse del mismo.<\/p>\n\n\n\n<p>En relaci\u00f3n con el grupo PRI-Independiente, se determin\u00f3 improcedente su creaci\u00f3n, toda vez que, aunque la diputada Arianna \u00c1ngeles Aguirre y el diputado Marlon Ram\u00edrez accedieron al cargo postulados por el PRI, la legisladora Cecilia Guevara no proviene de un partido pol\u00edtico que no cuente con un grupo legislativo en la LXVI Legislatura.<\/p>\n\n\n\n<p>Adem\u00e1s que en el Acta Constitutiva se menciona como \u201cIndependiente\u201d, siendo un supuesto legal que no se actualiza en raz\u00f3n de que no accedi\u00f3 al cargo por una candidatura independiente, ni tampoco existe alguna manifestaci\u00f3n de la referida legisladora de declararse sin partido, como ocurre cuando alg\u00fan diputado as\u00ed lo indica
