{"id":26623,"date":"2023-11-24T14:35:48","date_gmt":"2023-11-24T20:35:48","guid":{"rendered":"https:\/\/informante.mx\/?p=26623"},"modified":"2023-11-24T14:35:54","modified_gmt":"2023-11-24T20:35:54","slug":"tendrian-gobiernos-estatal-y-municipales-mayor-competencia-en-educacion-inicial","status":"publish","type":"post","link":"https:\/\/informante.mx\/?p=26623","title":{"rendered":"Tendr\u00edan gobiernos estatal y municipales mayor competencia en educaci\u00f3n inicial"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">\u2022 Presenta la legisladora Nora Lagunes iniciativa de reforma a la Ley de Educaci\u00f3n del Estado<\/h2>\n\n\n\n<p><strong>Redacci\u00f3n Informante<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-justify\">La diputada Nora J\u00e9ssica Lagunes J\u00e1uregui present\u00f3 al Pleno de la LXVI Legislatura una iniciativa que adiciona los art\u00edculos 96 Bis, 96 Ter y 96 Quater, todos de la Ley de Educaci\u00f3n del estado de Veracruz, para que la educaci\u00f3n inicial sea considerada por los gobiernos estatal y municipales para la coordinaci\u00f3n en la implementaci\u00f3n, de mejor manera, de las pol\u00edticas p\u00fablicas educativas en la materia.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">La iniciativa prev\u00e9 la creaci\u00f3n del cap\u00edtulo VII \u201cDe la educaci\u00f3n inicial\u201d y a trav\u00e9s del art\u00edculo 96 Bis, precisar que en educaci\u00f3n inicial el Gobierno del Estado y los municipios, en el \u00e1mbito de sus respectivas competencias y de manera progresiva, generar\u00e1n las condiciones para la prestaci\u00f3n universal de ese servicio, implementando programas y la reglamentaci\u00f3n correspondiente acorde con las directrices nacionales en este rubro.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">En el Art\u00edculo 96 Ter se busca se\u00f1alar que las autoridades educativas en el estado deber\u00e1n emitir la opini\u00f3n correspondiente a la autoridad educativa federal para la determinaci\u00f3n de los principios rectores y objetivos de la educaci\u00f3n inicial e impartirla de conformidad con \u00e9stos.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">Por otra parte, en el Art\u00edculo 96 Quater se establecer\u00eda que es obligaci\u00f3n del Estado fomentar una cultura a favor de la educaci\u00f3n inicial con base en programas, campa\u00f1as, estrategias y acciones de difusi\u00f3n y orientaci\u00f3n, con el apoyo de los sectores social y privado, organizaciones de la sociedad civil y organismos internacionales.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">En la iniciativa, la legisladora Nora Lagunes expone que la educaci\u00f3n inicial es el primer nivel del tipo b\u00e1sico y est\u00e1 dirigida a ni\u00f1os de cero a tres a\u00f1os y sus familias, independientemente del prestador del servicio, denominaci\u00f3n, modalidad de atenci\u00f3n o tipo de sostenimiento. Precisa que \u201cEn este nivel, se reconoce a los ni\u00f1os como sujetos de derechos y aprendices competentes; priorizando el rol del sostenimiento afectivo y la crianza compartida entre agentes educativos, familia y adultos responsables\u201d.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">Asimismo, considera que en Veracruz la educaci\u00f3n inicial debe ser provista por el Estado en centros de atenci\u00f3n infantil, toda vez que es obligaci\u00f3n p\u00fablica supervisar de manera correcta los servicios otorgados en centros privados de desarrollo infantil o de cuidado de beb\u00e9s, ni\u00f1as y ni\u00f1os peque\u00f1os y guarder\u00edas, as\u00ed como las condiciones en las que operan, a fin de garantizar que cumplan con los par\u00e1metros de la Ley General de Educaci\u00f3n y dem\u00e1s normas.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">Por otra parte, record\u00f3 que el 2 de mayo de este a\u00f1o present\u00f3 un Anteproyecto con Punto de Acuerdo por el que exhort\u00f3 a la Secretar\u00eda de Educaci\u00f3n de Veracruz (SEV) a informar sobre las pol\u00edticas p\u00fablicas que ha implementado en materia de educaci\u00f3n inicial, con base en las reformas constitucionales, as\u00ed como las obligaciones derivadas de la Ley General de Educaci\u00f3n en relaci\u00f3n a la Estrategia Nacional de Atenci\u00f3n a la Primera Infancia.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">La iniciativa fue turnada, para su estudio y dictamen, a la Comisi\u00f3n Permanente de Educaci\u00f3n y Cultura.<\/p>\n\n\n\n<hr
