Congreso reincorporar al patrimonio estatal el inmueble otorgado a LANIA"},"content":{"rendered":"\n<p><\/p>\n\n\n\n<p>\u2022<\/p>\n\n\n\n<p>El Pleno de la LXVI Legislatura aprob\u00f3 en sesi\u00f3n ordinaria la reincorporaci\u00f3n de un bien inmueble cedido al Laboratorio Nacional de Inform\u00e1tica Avanzada Asociaci\u00f3n Civil (LANIA), al patrimonio estatal, tras vencer el plazo para el usufructo de personas morales para adquirir y administrar bienes ra\u00edces ajenos, estipulado en el C\u00f3digo Civil para el estado de Veracruz.<\/p>\n\n\n\n<p>El Dictamen presentado por la Comisi\u00f3n de Hacienda del Estado de la LXVI Legislatura consider\u00f3 viable la solicitud del Poder Ejecutivo estatal para terminar el convenio con la referida A.C., ubicada en la ciudad de Xalapa, toda vez que el usufructo vitalicio autorizado por la LV Legislatura y publicado en la Gaceta Oficial con fecha 16 de abril de 1992, solo ampara 20 a\u00f1os y no los 31 que lleva actualmente.<\/p>\n\n\n\n<p>De acuerdo con el documento, el C\u00f3digo Civil del estado de Veracruz, en su art\u00edculo 1073 dispone que el usufructo constituido a favor de personas morales para adquirir o administrar bienes, propiedad del Gobierno Estatal, solo durar\u00e1 20 a\u00f1os, cesando antes si las personas morales dejaran de existir; de ah\u00ed la viabilidad de concluir dicho contrato al excederse el l\u00edmite legal de temporalidad.<\/p>\n\n\n\n<p>La solicitud enviada por el titular de Gobierno estatal obedece a las facultades del Ejecutivo \u201cpara emitir medidas de orden y evitar el menoscabo de los bienes, instalaciones o su funcionamiento, siendo preponderante la vigilancia, administraci\u00f3n debida de los inmuebles de la propiedad estatal, es de observancia que fue adquirido con fines de uso habitacional, no as\u00ed de lucro\u201d, expone el dictamen.<\/p>\n\n\n\n<p>La Secretar\u00eda de Finanzas y Planeaci\u00f3n (Sefiplan) y la Direcci\u00f3n General de Patrimonio del estado, realizar\u00e1n los actos y procedimientos necesarios para la restituci\u00f3n del bien inmueble de propiedad estatal.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>El
